Is the M74 the same road as the A74(M)?
Effectively yes, for driving purposes. South of Abington the road is officially the A74(M) rather than the M74, a naming quirk from how the route was built in stages, but it functions as one continuous motorway from Glasgow to the border.
Was the M74 always a motorway all the way to England?
No. The Scottish side only reached full motorway standard in 1999, and the final section on the English side, from Gretna to Carlisle, was not finished until 5 December 2008, so the complete motorway-standard route is more recent than many drivers assume.

Treat it as a warning that something is wrong. A slow puncture can become a blowout at M74 speeds. Ease off, leave at the next exit if you can do so safely and check the tyre. If it is going down, do not carry on, get somewhere safe and call us.
What is the legal tyre tread depth for driving the M74?
The legal minimum is 1.6mm across the central three-quarters of the tread and around the whole circumference, the same limit anywhere in the UK. Below that you risk a fine and penalty points for each illegal tyre, and grip and wet braking fall away long before you reach the limit.
